The Independent Electricity Market Operator of the Philippines (IEMOP) invites eligible external providers to express interest in providing products and delivery of services for the conduct of Vulnerability Assessment and Penetration Test (VAPT) project.

The Independent Electricity Market Operator of the Philippines (IEMOP) reserves the right to reject any proposal at any stage of the bidding process, solicit more bids, declare a failure of bidding or not declare a winning bidder for any reason, without thereby incurring any liability to the bidders.
PROJECT DETAILS
Delivery of Services for the conduct of Vulnerability Assessment and Penetration Test (VAPT).
The scope/requirements of IEMOP for the conduct of VAPT includes below details:
· The Service Provider shall deliver quality services to conduct the VAPT to the following IEMOP front-end web-based market IT systems:
– New Market Management System – Market Participant Interface (MPI)
– Central Registration and Settlement System
– IEMOP Public Website
ELIGIBILITY REQUIREMENTS:
The following eligibility documents shall be submitted together with the Letter of Interest in a sealed-envelope on or before the target date of submission:
Legal Documents
- Registration Certificate from Securities and Exchange Commission (SEC) and other entities authorized to issue registration certificates; and
- Current Mayor’s permit issued by the city or municipality where the principal place of business of the prospective bidder is located.
In the case of foreign prospective bidders, equivalent proof of such registration and permit issued in the foreign country must be submitted.
Technical Documents
o Company Profile and Brief Description of the Organization
o List of ongoing and completed projects or engagements on MS Office 365; and
o List of available resources (number of staff and their expertise, relevant software, etc.);
Financial Documents
o The Bidder’s Latest Audited Financial Statements (AFS), showing among others, the Bidder’s total and current assets and liabilities; and
o Latest income tax return bearing stamp or proof of receipt by the BIR or its equivalent document issued in a foreign country
- Prospective bidders shall prepare a certified true copy one (1) copy of the eligibility documents, printed/copied in A4 plain paper.
- Soft copies of these documents in portable document format (.pdf) must also be submitted in a portable storage (e.g. USB flash drive).
- In the event of any discrepancy between the certified true copy and soft copy (soft and hard), the certified true copy shall prevail.
- All envelopes shall contain the specific identification/label:

- Prospective bidders shall enclose copies of the Eligibility Requirements and the Technical and Commercial proposals described above in two (2) separate sealed envelopes, labelled as:
1. “ELIGIBILITY REQUIREMENTS – Technical/Legal/Financial Documents” with electronic copy stored in portable storage and;
2. “TECHNICAL PROPOSAL and COMMERCIAL PROPOSAL” with electronic copy stored in portable storage .
- The envelopes shall be marked as “CERTIFIED TRUE COPY” as appropriate.
- The two (2) envelopes shall contain the name, address and contact number of the prospective bidder, and it should be addressed to:

- Eligibility documents and the Proposals must be received by the Bids and Awards Committee on or before the date and time indicated in the Request for Expression of Interest and the Request for Quotation.
- Deadline for Submission of EOI, Eligibility Requirements, Technical Proposal and Commercial Proposal: August 07, 2020
- The prospective bidder may modify its eligibility documents after it has been submitted; provided that the modification is received prior to the deadline of submission.
- A prospective bidder may, through a letter of withdrawal, withdraw its eligibility documents after it has been submitted, provided that the letter of withdrawal is received by the Bids and Awards Committee prior to the deadline prescribed for the submission and receipt of eligibility documents.
